The choice between the two is mainly dictated by carton design and layout needs.

Horizontal cartoners are aimed to work with pre cut and pre-glued folded cartons. These machines open the folded pre-glued carton, insert the sachets/stick packs in it and close the flaps. On horizontal cartoners the bags are loaded into the cartons sideways, grouped in vertical piles or placed « on edge ».

Forming and closing machines are designed to work with pre cut flat blanks. These machines form the carton with the aid of a mold, fix it with some glue, insert the sachets/stick packs and then close the lid, tucking it in or with glue. On forming and closing machines the bags are loaded into the cartons from above.
